Abstract
Generally, civil liability is defined as the obligation to compensate losses that one person imposes on another. These losses may arise from contractual or tort relationships. The legal supervising institutions, such as the prosecuting attorney, the country's inspection organization, and the judicial deputy for prevention, have the duty to protect citizens' rights by supervising the correct application of laws so that they can react directly when a violation occurs. This action can prevent harmful violations in the first stage and potentially prevent any further damages in the second. Therefore, if proper inspection is conducted, a prospective disaster is prevented. Considering judicial and legal regulations, Islamic rules have banned any damage, even if a person incurs it while claiming their rights. If someone is damaged because of inappropriate supervisory duties and negligence regarding violators, it falls under the civil responsibility laws and consequently should be compensated. This paper examines the Plasco building disaster. After describing the responsibilities of the legal supervising institutions, it outlines the liability for failing to employ preventive supervision by these institutions. It is concluded that these institutions are responsible for the damage. Therefore, a draft article is suggested for enacting preventive resolutions in case such disasters might happen again
