The establishment of an Islamic government and a just, righteous system is a fundamental concept in Islamic political thought that has long interested Muslim thinkers. They have defined the duties of both rulers and subjects so that, through the application of Islamic law, society can flourish and progress. This study examines the functions and duties of the ruler according to the views of Imam Ali (PBUH) and Abu Hamid al-Ghazali and seeks to understand the conditions and requirements for achieving the desired Islamic government in their view. Accordingly, the study addresses the following research question:  What are the similarities regarding the conditions and requirements of the ruler between Imam Ali (PBUH) as an infallible Imam and Caliph of Muslims and Abu Hamid al-Ghazali as one of the prominent and influential figures in the Islamic world? Through it, we tried to identify the common cognitive and intellectual tributaries they share in their position on the ruler and his duties, and to clarify the most important solutions proposed in their intellectual system that limit tyranny and arrogance, and lead to the establishment of an ideal Islamic government. The nature of the research imposed the choice of the analytical inductive approach, in addition to the comparative approach to address the research problem. One of the most prominent results reached was that both of them devoted a large space of their thought to researching the duties borne by the ruler and his workers, and that the Islamic ruler, in order to establish a just system based on Islamic teachings, must adhere to conditions and requirements that can be divided into conditions that must be met by the ruler and conditions that must be avoided by him. If the ruler adheres to these conditions and requirements, he also has rights that people must respect and help him carry out his duties and achieve his goals. As for their intellectual and cognitive tributaries, both of them have been satisfied with the water of the Holy Qur’an and have drunk from the spring of the Noble Prophetic Sunnah.
